Flattened mole hills

A PP smashed his drive the other day. Found it in the second cut but it was between two mole hills that had Been flattened through the grass cutting.Mole hills about 18" apart but were both raised a couple of inch, so in effect his ball was in a dip. One of his feet was on another flattened mole hill. He did not know if he had a free drop. So played it as it was, and duffed it.
What would be the ruling on that as a few of our PP hit it up there. No chance of me doing it coz I don't hit It that long.

Thankyou very much, that will do for me. He is playing tomorrow and I just know he will bring it up again. Felt a bit sorry for him coz he plays off 12 and is proper struggling at the moment. Scored 6 points in a nine holer on Tuesday and is just not getting the breaks

Ironically on a par three yesterday, my tee shot landed between two, but there must of been about twenty flattened mole hills in a ten yard area. Took me free drop with a thirty yd chip to play and promptly knobbed it 😠
