Same situation. I recently joined a club for the first time, and put in 3 cards all off the yellows - 93, 89 and 96 against an SSS of 70.
I've been given 18.0 - which feels like it'll be tough for a while.
Well, your best card shows that you can play to at least 19. I am rather surprised. Assuming that your 89 against SSS 70 had no adjustments down to Double Bogey, you should have been allocated 17. Handicap committees are allowed to award a figure higher than the calculated one but only in "exceptional circumstances". If there were no such circumstances, then they have not done the job correctly.
