We have now gone on to fairway mats which is mandatory. I am one who often putts from the fringe. If I were to use an iron, it would have to be on the mat now, so as I often putt from off the green do I assume this is still acceptable to putt from off the mat?
This is not on the green(whether full or temporary).

If your club has applied the EG recommended Local Rule the answer is no.

Eta. I clarified the answer last year with the EG Northern Handicap Advisor (fortunately a club member) as some of our members decided that the wording wasn’t clear and tried to use a putter.

Model Local Rule E-12 "When a player’s ball lies in a part of the general area cut to fairway height or less and a putter is not being used for the stroke, .......

You have the answer. But why, if the ground is regular enough to warrant using your putter, why would you want to play from a mat?
 
I played against a chap on Saturday in winter league who, weirdly, uses a 7 iron on the green any time he is more than 15-20 foot from the hole. On Saturday (first time we've ever used winter mats) his ball was on the fringe. He didn't want to use the mat, and so said "surely I can just declare my 7 iron a putter?"

My response was, if you can do that, then I'll declare my 7 iron a putter when I'm 160 yards out, and just make a really really big (full) swing

Because the use of mats is mandatory anywhere on the course, except once the fairway flags go in then anywhere between those flags on each hole.. Thats is why I'm asking, not because I wouldn't putt from off the green through the winter but that fairway mats is mandatory and failure to use them leads to suspension of playing rights.

The LR should specify that it only applies to the fairway. Your OP didn't mention that 'illegally', fairway mats must be used on the green.

I'm sorry, in my head I understood it but I seemed to have created some misunderstanding of my question.
So...we have to now use fairway mats which is mandatory and failure to use a fairway mat could lead to suspension of playing rights.
As I often putt from off the green, often from the immediate fringe and sometimes next cut, my question was can I play this shot from the matt (I am not on the putting surface) like I would if I were using an iron, or do I play it on the grass. The area in question would be covered by the mat use stipulation ie in the marked area.
I want to be clear of my actions. :)

If your club has applied the EG recommended Local Rule the answer is no. Irrespective of where the mat is placed, you cannot use a putter.

Being a bit pedantic possibly, but under the Equipment Conformance of Clubs rules, by definition, the loft of a putter cannot be greater than 10 degrees. So he can’t declare it as a putter, although of course he could “putt” with it.

We have non-compulsory fairway mats usage in the general area - no qualifying scores allowed.

I like using the mat as a little launch pad to putt from just off the green.

No he cannot simply because the equipment rules define the shape, form and dimensions of a putter, a 7 iron would not meet those rules.
