Failure To Hole Out

Is picking up on a hole and not completeing the hole (not holeing out) a dq,
ie is a NR in a stroke play comp a dq.

Current Rule 3.2
If a competitor fails to hole out at any hole and does not correct his mistake before he makes a stroke
on the next teeing ground or, in the case of the last hole of the round, before he leaves the putting green, he is disqualified.
 
It is only for handicap purposes that NR is strictly used.

All holes recorded as NR are converted to net double bogey.

The thing is that the computer systems do not have a way of recording a NR as DQ for score card entry.

Taking it a stage further, a player (handicap 20) holes out on 17 holes, NR’s the other, puts scores in to computer, computer for handicap shows he buffered.
Should this be ignored and he be given a 0.1 for the DQ?
Apologies if I’ve missed something.

I seem to remember even if he's disqualified his score will still counts for H/C adjustment, him not holing out would count as a net double bogey.

Thanks I get that, also stopping people protecting handicap, we use MasterScoreboard and when results are published, people NR’ing are shown as a NR and not a DQ.
Should it show as DQ, I can’t see what the punishment is for the rule, unless it’s simply they can’t win the comp.

I've never heard of anyone being DQ for a NR.
 
Thanks William, sorted, DQ’d from Competition, Card still corrected for handicap purposes, I’ll ask the Master Scoreboard guys in Club if there is any other way of showing it on results sheet and if it matters how it’s shown.
