The reasons for the slick tyres and aerodynamic limitations with the wings is to increase the mechanical grip, and decrease the aerodynamic grip. This should lead to more overtaking, because the car won't be reliant on aerodynamics so much. When a car approaches another one, even if it is faster, it will have less grip once it gets into the turbulent air bunged out by the car in front. More mechanical grip, means the dirty air has less effect, therefore you can driver much closer before over taking.
They want to make the cars slower for safety reasons. I can understand that, but it is less fun to watch, and probably to drive too.
Back in the day, the 1.5 litre turbocharged cars were bonkers, with either 0 bhp, or 1000 bhp, with nothing in between. Dangerous as, but fun to watch.
