Do ESR's get applied automatically or are they at the discretion of the handicap secretary?

This ESR is something as a golf newbie I cannot get my head around. I won our last years open day shooting 42 points off 27. Summat and was reduced to 24.5 which I was chuffed about and thought I would reduce it even lower by the end of the season which I flipping did not. Any way a week or two later someone else at our club shot exactly the same as me in another comp, both score and stapleford points and was docked the same as me plus ESR. I was gutted and asked why and was told he had more Pars.Eh? And I still can't get my head around it.

Although you both scored the same, the other guy must have had a previous score of 4 or more better than CSS which would be the initial ESR flag and the second round triggered the ESR recommendation. Your 42 points would have prompted the initial flag but you didn't follow it up with the second round to trigger ESR.
I'm not sure what you mean by "asking for it". If your handicap committee declines to accept an ESR recommendation, that's the end of it although, as has been pointed out, clubs were encouraged to accept recommendations. Are you absolutely certain that your scores will produce an ESR recommendation?
A couple of days after this other guy had won I was at the course and asked in the club shop how the scoring had been worked out purely out of interest. And was told that he had shot more pars. Don't get me wrong I was chuffed to bits with my reduction but puzzled how this other guys reduction was not the same as mine.
i did not know you had to have two good rounds in a year which would initiate ESR, and whilst am typing this I cannot understand/ work out if the other guy had already had a good round coz if he did would he be playing off 27. Summat.
On a positive, as reigning captains champ ave had a bit of a raffle at work to give some brass to the captains day charity and they've got £415 coming for there notts links air ambulance charity, not bad for six days selling.
I was meaning I would speak to the secretary saying I would like the extra cut if possible, didn't know if he didn't apply it first time then that would be final.
Shot a 6 undet CSS in the previous qualifier and 7 under SSS (not sure on CSS yet) today so it should be an extra 2 shots.

The person in the club shop was talking a load of tosh.
The other guy could have been off exactly 28 when he did his first good score. If he was on CSS -4 he would have been reduced to 26.4 and he would only need one 0.1 increase to be off 27.
Not that has been sent on to me, I just say the notification of handicap change email so was happy enough.Did the ISV come up with an explanation?
