ESR anomaly

Player scored -4 Sunday before last and -5 this Sunday. Result - no ESR.

I know the answer - can you hazard a guess as to why no ESR?

Two possibilities occur to me.

1. Unlikely in the extreme: he played 10 more qualifiers in the intervening week.

2. Most probable reason: he had another -4 (or better) some time earlier in the year, with many qualifiers since.
The -4 Sunday before last triggered an ESR of 0.0, and the -5 this Sunday becomes the first of a new pair.
I know this can happen, because it once happened to me!

Interested to hear of any other possible reasons.

His home club is in Scotland.

Number 2 is the answer and there lies the anomaly.

He had a -7 back in February and indeed has played more than 10 QRs between the 2 rounds. The ridiculous situation is that he would have had a 1 shot ESR on Sunday if he had not scored -7 back in February - defies the logic of having an ESR system.

Then again....the ESR system is still only a strong recommendation (committee should have good reasons not to apply is, I believe the current wording) and was initially designed to show committees what they should be doing actively under the responsibility to keep handicaps under review and act on clear information that a player isn't currently handicapped correctly.

So you could always decide that this system anomaly shouldn't stop you implementing, and subsequently acting upon, a mid year review for that player 🤔

If he is correctly handicapped you do nothing of course.

Last week I had my best ever rounds of golf on Saturday went -4, Wed -1, Sat -5 !! Went down 3.3 and then a ESR of -1. My first under pars this year 😁

He will, of course, be reviewed. I believe the implementation of ESR is now mandatory - in England, Ireland and Wales.

And not implemented at all in Scotland - hence my unlikely answer to the original question.
