Ebay second chance offer?

I sold an item yesterday on ebay, I've now got a message and link from ebay saying it qualifies for second chance offer, when I click it it says I can offer it to people who didnt win it and has given me a code to use?

I dont get it? someone won it and I've posted it today (I dont hang about), cant see any explanation of this on ebay. anyone shed any light on this weird practice?
 
its for if the winning transaction does not complete. ie the winner does not pay within 1 week. you can relist for free and get a refund of your FVF.
 
ahh I see, so is it a standard thing it sends you 'just in case' you don't get paid?





P.S after asking last week about withdrawing listings I had someone do that to me today after I put the highest bid in on Saturday then today he's withdrawn the listing.............Pah!

I bloomin hate it when people do that. if you want to sell something for a fixed price, list it as a buy it now.. i dont agree with people pulling sales as they have had an "offer"

agreed, I sold my 'item' for a lot less as well, I had 36 watchers but it finished at 2pm on Sunday, I was out and so were probably most of my watchers as no-one even tried to go up by a £1 for over 28 hrs! so this guy got a great bargain
 
the other use of second chance offers comes if you have more than 1 of what you are selling you can then offer to people who have bid an acceptable amount without relisting just paying final value fee rather than listing fee as well and also you get an almost immediate sale.
 
Being cynical I think sellers use it after they've ramped up the price themselves then offer it to the last highest bidder.

If i receive a second chance offer within an hour or 2 of an auction finishing i think the same. however, its relative as you will have put in the maximum you wanted to pay for that item anyway....

ive had a few winners email and say they didnt want items so have used the 2nd chance offer it saves time relisting but does mean you dont get the full winning price unfortunately

this is annoying although I sold my driver at the weekend and I'm now getting the "I want it but I'm having problems with PayPal" I can sell it as I have to give the buyer time to pay, although not sure how long
