arrived back from Goswick to find a brown envelope. It's a V5 addressed to someone who to the best of my knowledge has never lived at my address.

I ring Swansea who say send it back and they'll take my address off - but is this accidental or what?

When you fill in a car registration you put your whole address, not just house number and Post Code. so is this Swansea being lazy and not reading what's written?

I'm a bit concerned someone may have bought this on hp and used my address.

I've got the address of the seller off the V5, and by going online with their name got their phone number off a building application from 5 years ago!

So should I phone the seller and find out how they sold the car, maybe contact the police as well? Or am I being paranoid?

I would certainly ring the seller, who may have records of who he sold it to. Seems odd to me. The DVLA are useless, and welsh, but are rarely this wrong.

Not a V5 but a couple of years ago I got a new driving licence with a strangers name and photo on, sent to my address from the DVLA.
Phoned them up and they just said to send it back with an explanatory letter as that shouldn't happen.

phoned seller, they px'd at Marshall's P'boro - they are, I hope, checking records, now waiting for them to call back

heard from Marshall's - they sent it to BCA, who sold it to a dealer but won't say who. BCA are supposed to be chasing him - nothing yet . . .
