WHEN DROPPING A BALL IN THE DISTANCE OF ONE (NO PENALTY) OR TWO (PENALTY) CLUBS DISTANCE, DO I NEED TO USE AS AN OBLIGATION THE CLUB I AM GOING TO HIT THE BALL, OR CAN I USE ANY CLUB IN THE BAG?

You need to use the club your are going to hit the shot with to establish
1. If you are entitled to a drop
2. Where your nearest point of relief is.
Then, when measuring your 1 or 2 clublengths, you can use your driver or long putter.
