I'm sure Imurg or Blue in Munich can clarify, but I'm sure you can fail your test for driving too slow (Speed minus) and I think you can also be done once you've passed for driving too slow as you become a hazard, not sure what the wording of the offence is.

Yes indeed - its called 'making progress' and having design Police driver training course etc. I can tell you what's important is matching progress to conditions.

However if you prefer to do what everyone else does then good luck the next time you're on a foggy motorway.
