In Scotland there is no "Right To Roam" it is in fact covered by the Scottish Outdoor Access Code and there are specific rights relating to golf courses.

Well the definition of access rights is effectively a right to roam, yes it provides some constraints but as you can see from the code it includes the right of access to golf courses with dogs, and these rights are frequently and freely exercised on many courses.
