Whether or not you need salt depends on the local water supply. We have pretty soft water in the NW and have never had to use salt.

Depends on the manufacturer as well. My Miele has to have it in as per their manual even though we're in the NW.

To be honest dishwasher salt it is so cheap it is not worth worrying about whether to buy it or not. Last for ages as well

I guess it must vary from model to model too, then. This extract from a Miele manual clearly relates the need to water hardness:

"Water softener

In order to achieve good cleaning
results, the dishwasher needs to
operate with soft water. Hard water
results in the build-up of calcium
deposits on crockery and in the
dishwasher.
Mains water with a hardness level
higher than 0.7 mmol/l (4 °d - German
scale) needs to be softened. This takes
place automatically in the integrated
water softener"
