Slope is also used throughout Europe. When we play matches against our twin town in France over their course - Belle Dune - all our handicaps are adjusted upwards dependant on the tee we use. Lower handicappers use the back tees(white) which have a different slope from the yellow.
The use of slope allows handicaps to transfer between courses and a meaningful match is played. CSS and SSS only sort out handicaps for a particular course after the event.
This could contribute to a player from a difficult course going to an easier course with the same handicap and then winning an open comp. With slope,that players handicap would be dropped for the easier course.
