Rule 24-7 States a handicap is lost immediately one ceases to be a Member of an affiliated Club, I understand that should they join another Club within 12 months their handicap can be recovered,

Question is - should they decide to rejoin the `same` Club say 3 to 6 months later, is their handicap reinstated or do they have to submit 3 cards again.?
 
26-1 is understandably worded on the assumption that a player joins a different club from the one he or she left. It makes obvious sense, however, to read that clause as applying to players who rejoin the same club. All are in exactly the same position - they have left one club and joined another club. It just happens that in the less than usual situation, the new club is the old one. There is no sensible cause for making one situation different from the other.
 
It should also be remembered that the 3 cards is not the only information that is used the committee to set the handicap, they also have to take in to consideration any previously held handicap.;)

3 cards and other information doesn't come into this one. The previous exact handicap has to be restored..... no matter what your memories of the player might be. :)

Made me read section 26.1

and I found interesting

In restoring the handicap of a player whose ‘c’ status handicap has been lost in such circumstances that ‘c’ status shall remain valid for the remainder of the calendar year of resignation and for the full following calendar year.
