Committee not applying rules to everyone (help)

- player A & marker B decide it is ok for A to play from within a no-play area, thats after player C advises it is against the published rules and also is advantageous over others.
Cards returned, player C sends written complaint that night to Ctee, several weeks passed and no action taken with player A`s position in results standing.
any suggestions how to proceed ?

Email them again asking for an update. Or call the Captain/whoever is head of the club.

As you can see. You will get a variety of responses ranging from people who pick and choose which rules they think are important. To people that believe that every rule should be blindly followed.

Rule 14.7 applies
the ball was played from the wrong place, general penalty, which is 2 shots.
If player then signed for the wrong score then DQ.

Not quite

If the player did it deliberately to gain an advantage it is a DQ (Interpretation 1.2a/1) and the marker could also be DQd under 1.3

thanks for replies but my problem is how to get the club to apply the rules/penalty

Post#2 answered it well. Write to/ email your Club Captain, Manager, Chairman - whoever is the most obvious person in your club - to ask for a response to your report.

And by the way, Jim is right. The marker should be in trouble as well.

There is also a handicapping issue. DQs for players deliberately agreeing not to apply a penalty mean that scores are not acceptable for handicapping purposes.

On the facts provided, the correct ruling in this scenario is very clear cut. The player MUST be DQed. This is a breach of 3.3b(3) and the Exception does not apply because the player was advised that a penalty would apply to playing from the No Play Zone and the player disagreed but did not raise it with the Committee before returning the card. And 20.2e(2) instructs the Committee that the player must be DQed in this scenario, even after the Competition has been finalised.

Rule 3.3b(1)/1 also affirms that the Marker should be DQed under 1.2a (Serious Misconduct) for certifying a wrong score for another player.

For the history buffs, an almost identical scenario was in D34-1b/1.5, which the mapping summary notes remains an unchanged outcome, pointing to 20.2e(2) and 3.3b(3).

C has done everything right by writing to the Committee. What more can be done if they continue to appear intransigent? One possibility would be to write again passing on the ruling above for the further consideration of the Committee. This would likely allow them to understand the rules better and act accordingly or explain why their understanding of the facts is different.

There is little more dispiriting than carefully explaining a rule correctly to someone for them to ignore it intentionally in cahoots with the marker and then fail to clarify the correct rules treatment before returning the card. And any Committee that doesn't follow up appropriately, IMO, would be acting unconscionably and against the interests of the game.

They should indeed, and Salfordlad has referenced the rules above which apply and which tell us that because the player had been advised by another player that there was a penalty, he is not absolved from a DQ for posting a score lower than he took, the Committee must DQ him even after the competition has closed, and the marker should be DQ'd as well.*

*Don't let Therese Coffey know, but there's an Oxford comma in the above sentence. :eek:
