Closely mown areas only!

Received this message from our Club and wonder whether it is allowed?

‘We have decided to bring the 8th and 13th greens in to play ahead of schedule so that members can play qualifying rounds and from today Monday 25th March preferred lies will be restricted to closely mown areas only.’

I was under the impression that it was all classed as the General area now with no differentiation

The Model local rule for preferred lies [8E-3] restricts relief to a ball on a closely cut part of the general area.

It's not a change from before other than to the wording

What do you currently get during the winter months? There is an allowable local rule which allows you to lift clean and replace in areas which are not cut to fairway height. Do you have this?

My mistake obviously. Yes we have ‘through the green’

I was interpreting everything to be from 1/1/19 The General Area being the SAME as closely mown area and non closely mown area(rough).This is what I quoted in post 2

I suspect, based on the rest of the quoted text, that the club have a number of things in place in the winter that mean they don't play qualifiers and, they therefore play preferred lies and cleaning the ball throughout the general area. Most of our members do this out of competition as a matter of course because of the mud.
Because they are changing the course elements such that they can play qualifiers from that perspective they are changing their winter rules into line with those required for qualifiers as well.

Very sensible all round - if you can play qualifiers you should.

We also do this in a couple of our swindles when the course gets very muddy but I cannot get one particular group to do it.
