End of the day he was banned from the European Tour. This isn't the European Tour so he's at liberty to play.
If the R&A had banned him or the PGA or some such body that could legitimately ban him from all professional golf then it would be wrong. It's like the Premier League banning Torres from playing so he transfers to Wycombe and plays in League 2 - unless the FA ban him that's what he could do.
The Guy may be a cheat (allegedly) but he's still got to earn a living.

I think if he's entitled to play then why not, the man has to earn a living, the tour say they have never once had any concerns or complaints about his integrity so whats the issue?

i think he should keep his head down and stay out of the press and take what's coming to him. i agree he has to earn a living but his whole career is in jeapordy and he shouldn't be playing even though it is a different tour. he's basicaslly sticking two fingers up at everyone. he should be banned from the game for blatant cheating and go find another job

I was talking to one of the club pros about the apparent shortness of his ban. his view was that in comparative terms it equates to a much longer ban for a top earning pro as the prospects of his winning enough to keep his card from the events he has left are pretty minimal.
That means he's destined for Q-school, which is going to cost and for which many get sponsored - will he?

So Saltman plays one tour and cheats. He then gets banned from another tour. He then plays yet a third tour that doesn’t recognise cheats.

Nah.
Look at all the events he is missing in the 3 months. his ranking would only let him play in 4 or 5 at most. It only really equates to about a one month ban.

Reports say he put the marker down at the 8 o' clock position and replaced the ball with the marker at the 6 o' clock position at least 5 times during the round.

Maybe my wording is not quite clear. Should be when "replaced the ball with the marker NOW at the 6 o' clock position"
The marker hasn't moved. The ball was marked at 8 o'clock
therefore when he replaces ball correctly the marker should be still at 8 o'clock. When he put the ball down, the marker is now at 6 o'clock so the ball must be nearer and to left of it's original position

Back in 1972 a leading LPGA tour player was disqualified from a tournament by the executive board accused of mismarking her ball on the greens. It happened again at the next tournament. The player player apologised <u>if</u> she had done anything wrong but the LPGA saw it as an admission of guilt and suspended her for a year,
She protested, engaged lawyers, and got an injunction allowing her to play. She then filed a lawsuit for 5 million dollars against the LPGA and members of the board on the grounds that as the board contained current players the suspension was in fact a group boycott and restraint of trade.
It went on for over a year, with at least one other player who took her side being herself suspended by the LPGA.
In the event she won the case. She didn't get the $5M or anything close but it sets a precedent (at least in US courts)
