Are bird droppings stuck on the green a loose impediment ?

As said in the subject are bird droppings stuck on the green a loose impediment ? Point being they have dried onto the grass such that one can't simply brush them away with the back of your hand but you could scrape them away if you tried. I think I know the answer but couldn't find a clear applicable rule.
