No doubt you will know better than me as I think you are some sort of computer guy reading some posts?
Anyway, my take on this (could be wrong so a more informed reply may help):-
The linked PC has 8.1. I think this already has a 'classic shell' installed and you can flick between 'Windows 7 & 8 layout' by the touch of a button?
I do not have W8 (or 8.1) but have been looking at a laptop for my daughters Christmas. I am sure my terrible memory tells me that was one of the main changes for 8.1?
A little clarification / advice may help.
Windows 8 does not have a "Start Button" in the desktop view
Windows 8.1 has a "sort of start button" which if you right click, gives you shutdown options, links to control panel etc and also access to areas that your average PC user should not go near. its better, but lacking simple things like a program list. If you left click the button, you go into Windows 8 land
What Classic shell does is to give you back the traditional start button that you had in XP, Vista and 7 with all the features you know and love.
Certain manufacturers have done their own version of classic shell to give functionality back to those who dont get on with windows 8/8.1 and this sounds like what you have
Windows 10 is due out in a few months and we are told that it will have a traditional start button back where everyone wants it
