Found this in Extract From Decisions on Rules, 13-4/1. To summarise..."Ball lies otside bunker, player takes stance in bunker. He may ground his club IN THE SAND but only lightly." Seems to confirm the consensus that there's no penalty for for grounding you club outside the bunker.
