annual review for Cat 1 players

I think I'm right that any cut flagged up by computer during Annual review for a Cat 1 golfer needs to referred to a higher authority..County?

What a about a cut that reduces a player from Cat 2 to Cat 1?

If using club systems I thought it didn't look at Cat 1 or highlight players to go from cat 2 to cat 1?

Thought you could only go into cat 1 via a comp score ?

I've actually dug out my old CONGU book to check. (Too lazy to do it before!)
HCP committee must refer to Union or county if review recommends cut from Cat 2 to Cat1.
Doesn't go into whether this is recommended by computer of "back of an envelope" doodlings!
