Think there was a revised decision last year regarding relief from Tractor ruts where you cannot obtain relief anymore but perhaps deep indentations.

It may be Decision 33./8/34.

Is anyone able to confirm please

Q. Is a rut made by a tractor considered a hole made by a greenkeeper and thus ground under repair? If not, should the Committee declare such a rut to be ground under repair?

A. Such a rut is not a hole made by a greenkeeper. The Committee would be justified in declaring a deep rut to be ground under repair, but not a shallow indentation made by greenkeeping equipment.
 
A ball must be played as it lies even if it is in a divot (Unless there are preferred lies).
"Abnormal Ground Conditions is any casual water, ground under repair or hole, cast or runway on the course made by a burrowing animal, a reptile or a bird."
