Are there any differences in the way the rules of golf are applied in the States?
I know the h/caps are different but are mulligans etc used in comps or just friendlies?

Apart from the odd spelling mistake (in the USGA version), the Rules are the same the world round. The R&A and USGA jointly write and publish them.

I think Bob's question is more nuanced that that. The rules are written more or less the same, but are they applied differently?

From having played many times in the US, I would say that US golfers have a different attitude to playing the ball as it lies - they often don't, preferring a casual drag of the ball with the club to a nice lie. They also don't do provisionals so much, preferring to drop by the side of the canyon/forest/whatever.

And they use preferred lies through the green all the time.
