3 quarters of + figures

strange situation today where a guy in the other pair i was playing with in a club comp plays off +2 normally, the comp was a 3 quarter handicap stabelford.

confusion in a light hearted way arose before starting by the committe dishing out cards as they couldnt work out if 3 quarters of +2 would put him on +1 or +3!! didnt affect anything in the comp, but my view would be it should be +3 as +1 feels like its giving him a shot back.

comittee decided on +1

any thoughts?

The attached link to the question on CONGU (see Q.9) explains the reasoning behind the 3/4 adavntage given to "+" handicappers in 4BBB games, but then goes on to say it's unfair for stroke or Stableford comps. (I assume it means individual rather than 4BBB comps)

Say you play off 12 so 3/4's is 9 thus making it harder for you to score. So if you play of + I think he should have been punted out to +3 making it harder for him to score, might not be correct but that would be my understanding.
