2 person scramble

Hi,
What should the handicap allowance be for a 2 man scramble.

As a normal scramble is 10% of total handicaps, I would assume that it is the same for 2 people

played in one at the weekend and it was 10% dose not seem right as 2 scratch golfers would only be giving away 5.6 shots to 2 28 handicappers.

Played in one last Saturday we got 1/4 of the combined h/caps.
