I know when taking a drop for relief there is a general rule that a free drop is one club length and a penalty drop is 2 club lengths but is there any similar general rule to cover penalty drop situations?

Or is it a question of knowing every individual rule?

This!

Many qualified refs still carry a 'cheat sheet' that lists which ones are 2SP and which are 1SP!

Not sure if you are asking about this but ..

Not guaranteed 100% but if the player has no 'control' of the infringement (eg accidentally moving ball) it is usually 1 stroke , if the player has some measure of direct responsibility (eg not replacing it) it is 2 strokes.

PS Of course the 1 cl above is from the npr, not the ball or reference point. The 2 cl is from the ball or reference point.
