I’m talking more about beginners who can only hit it short distances. No point them playing on courses where you need to hit it 150 yards to clear water - for example. No good for anyone.
I suspect the "ability to cope with the full course" is more to do with the playing ability than fitness. Can a person hit the ball far enough/straight enough to reach the fairway (or greens on par 3s) from the main tees? Can they carry any bodies of water on the course? Things like this will...
Seems a bit of a strange question from someone who was going to take over the running of their old handicap committee. Surely someone who thinks that the committee were so bad should understand a fairly basic rule?

Is is sometimes down to people trying too hard with new clubs? They think they go straighter and longer so try and force the swing instead of doing what they were doing at the fitting and swinging normally?
Kids shouldn't be playing in organised leagues until they are about 11 or 12 imo. Teach them the basic skills (which a lot seem to lack) and not have them playing matches
