I thought struck me the other day, as I'm our new comp secretary, do all our golf competitions have their own rules and where are they? As I was at the club yesterday I asked our pro about this. He started to say that our comps would be covered by the rules of golf etc, but I stopped him and said but surely each comp must have certain rules that are for that particular comp, eg we have one for over 55's and must be played on a Saturday morning. There are others have restrictions and therefore rules. Hmmmm, dunno....hmmmm, maybe the club secretary has them but don't hold your breath.
We have a comp committee meeting due next week, I will be bringing this up at it. :thup:

Should there be rules specific to each comp written down somewhere?
 
I would think there should be, if it's a standard strokeplay/stableford comp, it maybe 1 sentence that simply refers to the rules of Golf, but if it's a particular Comp with any nuances, they should be laid down, ie like you say, limited to ages or handicaps etc.
That way if there are any issues arrive during the comps the rules of said comp can be referred to.
 
Each competition should have a conditions of entry/comp which will detail who can play in the comp

And each comp will be played within the Rules of golf and congu guidelines for HC purposes

We have a folder with every single comp and their Condituons of Entry
 
There should be 3 competition documents -
1. The club's general COC. This covers the club's general competition rules and will cover things like how you settle ties, starting tees, competition entry procedures, general eligibility (you can categorise most comps and cover some issues in here), returning cards, buggies, any committee authorisations (starter, pro etc). Basically think of any questions or issues that have ever cropped up or you can think of and make sure that they can be answered by reference to this document. The rules require the committee to ensure some things are documented in this.Then make sure it's published.
2. Basic competition matrix covering all competitions and eligibility, format, tees, and any competition specific rules.
3. Local rules.

Should there be rules specific to each comp written down somewhere?

As Duncan says.

If you are starting from scratch it would be a good idea to take a look at what other clubs already have and make use of any bits that meet your situation using that excellent facility, copy and paste. You may find that many clubs have them, as we do, on their websites.

Players who hold a CONGU Club Handicap may enter any competition stated to beopen to them, subject to any maximum handicap laid down in the conditions of thecompetition.
 
We have a published set of competition rules in each locker room explaining what is required to enter each one and the entry condition for each comp in date order in the appendix. Some are age related, some have a maximum handicap etc. I suggest the OP sees if there is an existing copy and then works towards getting it updated/written so everyone knows

Thanks for that. I'm still trying to set things up and haven't quite reached the fine detail. But I might have overlooked it anyway without this nudge!

This is the route I'm going down, but I thought I'd ask to see if such things exist at other clubs. although it may appear to be obvious to those who play are well organised clubs, that these things actually exist, at other places this may not be so. I've asked our pro and he does not know. It's going to be an interesting Competition Committee meeting this week.
 
COMPETITIONS

b. Handicap Qualifying Competitions will be played according to theCONGU Unified Handicapping System. Members must conform to theconditions in Clause 8 of the CONGU regulations in respect of “Home”and “Away” scores.
c. On major competition days 2 and 3 balls have equal standing. 4 balls arenot allowed prior to 2.00 pm, discretion lies with the Professional andManager.
d. All competitions must be played from the teeing ground designated by theCompetition Committee.
e. Competitors should play in twos or threes in Medal and Stablefordcompetitions, unless any other arrangement has been sanctioned by theCompetition Committee.
f. Competitors have precedence over all the other players who must giveway at all times if they are delaying the group following them.
g. Timings are as follows:i. The earliest start time for Club competitions unless notified otherwisewill be 7.30 amii. The acceptance of cards will cease 45 minutes after the last match hasleft the 18th green.
h. Members entering 36 hole competitions MUST play both 18 holerounds. Members who only play 18 holes may be banned from enteringthat competition the following year.
i. Only Members who are 18 years of age and over will be allowed to enterthe competition sweep and two club.
j. In all Club competitions starting times MUST be strictly adhered to.Failure to do so will necessitate recourse to the Rules of Golf.
k. Breaches of Club rules or the Rules of Golf should be reported to theCompetition Chairman as soon as is practicable. Results are official whenposted on the Club Notice Board.
l. If a phone is used as a Distance Measuring Device (DMD), the phonemust not have any feature that, if referenced at any time during a round,might assist the player in his play (eg, anemometer, thermometer or clubrecommendation). Note: When accessing weather reports provided by aweather station through an application or internet browser, the player isnot actively measuring or gauging the conditions. If the device containsother applications or features which, if used in a specific way, could assistthe player in his play (eg camera, video camera or spirit level), the deviceis permitted provided such features are not used during a round in such away that might assist the player in his play e.g., videoing swing to analysefault or gauging green contours.

27. Conditions of Entry.
Members are deemed to agree to the following conditions:
Entry Procedure
They must ensure that:
i. Their name is entered on the competition sheet.
ii. The correct entry fee has been paid.
iii. Their card contains the following information:1. Name and date.2. Entry number.3. Competition name.
iv. They have registered their entry in the computer, either before or aftercompleting their round.A failure to follow this procedure or v) below will result in the entry beingrevoked and all entry fees being forfeited; the score will not be acceptable forthe competition and will not appear on the player’s CONGU handicap playingrecord.

On Completion of the Round

Before returning their card they must ensure that:
v. They have entered their score in the computer.
vi. They have entered the correct gross score for each hole.
vii. Their correct handicap has been entered (subject to Rule 6-2 of theRules of Golf).
viii. The marker has signed their card.
ix. They have signed their card.
x. Their card is placed in the return box.A card is deemed to have been returned to the Competition Committee when ithas been placed in the appropriate box.
Members will be subject to the Rules of Golf for failing to conform toconditions vi) to x) above. Their score for handicap purposes will be subjectto the conditions of the CONGU Unified Handicapping System. A Member who defaults twice in the year may be subject to disciplinary actionin which their ability to enter future competitions may be restricted for aperiod of time, to be determined by the Competitions Joint Committee.

28. Rights of Entry into Competition.

a. All competitors must have a CONGU handicap to play in any Clubcompetition.
b. Any Members aged under 16, playing in medal and stablefordcompetitions, must play with a Member aged 18 or over. All male golferswith a bona fide CONGU handicap are eligible to enter all men’scompetitions, regardless of their age, subject to section 28d below.
c. To obtain an official handicap, three marked cards must be submitted tothe Competition Chairman. These cards must be signed by either aMember who has held a CONGU handicap for 12 months or a Memberauthorised by the appropriate Competition Committee.
d. Members may only enter competitions for which they qualify under the 7,6 or 5-day subscription levels.
e. Competitors without a competition handicap may enterstrokeplay/stableford competitions but are not eligible to win prizes or toprogress to knockout rounds.

29. Matchplay Competitions.

a. It is the responsibility of the top player/team to contact the bottomplayer/team, to organise playing dates/times, within 7 days of the initialposting of the draw (for 1st round matches) or the completion date of theprevious round. Three reasonable dates to play should be given. Dueregard should be given to the playing restrictions of their opponents.
b. Competitors are not allowed to decide their match by tossing a coin.
c. Rounds of Matchplay events must be completed by the specified dates asindicated on the competition sheets. Failure to comply with this rule willmean the disqualification of one or both players/teams. It is theresponsibility of the winner(s) of a match to ensure that their or theirteam’s name has been put forward.
d. Once a date and time has been agreed, competitors may book the time forthe relevant day’s timesheet, up to eight days in advance, through theinternet booking system.
e. In the event of players being unable to agree on playing dates they mustcontact the appropriate Competition Chairman to arbitrate.
f. Competitors agreeing on a time and failing to turn up at the specified timeon the 1st Tee will have forfeited the match to the other competitor(s).
g. The results of matches must be recorded. Claims for a ‘walk-over’ mustbe notified to the appropriate Competition Chairman in writing before thefinal date for that round.
h. Matches finishing ‘all square’ must continue until there is a result.Evening matches should allow time for the completion of extra holes.
i. The final date for completion of each round as indicated on the draw sheetwill not be extended under any circumstances unless amended by theappropriate Competition Committee.

30. Cancellation/ Disruption Due To Bad Weather

a. If it becomes necessary due to the Course being unplayable (iethunderstorm or flooding) or the disruption so severe that all Memberscannot complete in the time available, then the competition will berescheduled to the next available date.b. If at all possible the competition will continue, with competitors beingmoved down the timesheet as necessary.
c. If the last competitors are playing so late that they could be finishing inthe dark then they will be given 5 days to complete their round.
d. Anyone not finishing the round due to poor light conditions should marktheir ball position and finish that round from that point within 5 days.
e. Competitors requesting very late start time should be aware of theproblems which may be encountered and follow the above ruling.

31. Major competition
prize winners ARE EXPECTED to attend the appropriateannual trophy presentation evenings in November.

32. Grievance Procedure.
If a Member has a dispute/grievance or a problem relating to competitionrules, a specific competition or disqualification from a competition:
a. They should register their dispute, grievance or problem in writing to theManager or the appropriate Competition Chairman within two days of thecompetition results being posted.
b. The Joint Competitions Committee will deal with ALL disputes,grievances or problems and the Member informed in writing of theCommittee’s decision.
c. Should the Member not be satisfied with the Joint CompetitionsCommittee’s decision he/she has the right to request a meeting with theCommittee to discuss the decision.
d. If the Member is still not satisfied he/she has the right to request the JointCompetitions Committee Chairman put the decision before the GeneralCommittee for arbitration.
e. The General Committee’s decision is final.

So what happens if they return a card without the competition name on it, and where is that set out?

Pro is probably the least likely to know of such rules! He may, if he has been there long enough, be able to suggest someone who would know where earlier documentation, of the sort you are after, might be! Previous Club Captains (or Comp Sec'ys) or even Club Secretaries, if it's that sort of Club, might be a good source!

I had a similar issue many moons ago, when I was in a similar role - and found a complete set from an ex Comp Secy (possibly the original) who never threw anything away! It's wasn't uncommon to 'lose track' of Condition of Comp details in the pre-computer days, but shouldn't happen anymore!

Has about the usual redundancy/discrepancy issues though!
