Winter rules

i have played a couple of places where when winter rules are in play they ask that you dont have the flag attended, just have it in or out. Is this an actual rule? or would holing out on the green with the flag in be penalty?
 
We have this but only in bounce games in any comps you are reminded you can't hole out with flag in and you must hole everything not just pick up gimme length putts

A.No. Such a Local Rule would modify the Rules of Golf.
 
From May 1st, Winter Rules should no longer apply - unless the Club has been granted an extension fro Area Authority.
 
Our club asks that in friendly games we don't attend the flag. Not a local rule (as Rosecott and Rulefan point out a club can't do that) just a polite request. It doesn't apply in competitions.
