Do you mean that if you take GUR relief you cannot move the posts (ie they are immovable obstructions) but if you don't need to take relief (ie your ball is outside the GUR) then they are movable obstructions?
or
The posts are movable obstructions and play is simply prohibited from the GUR area.

I can see why you ask, but whilst there is always risk in interpreting peoples words, i read it as your latter option
