Looks like he's still in the general area so one stroke penalty and replace the ball. No penalty if he were on the green but still replace the ball.

I wonder what the referee was explaining. Why did it seem to need more than to hear what happened, say "Ok, that's a one stroke penalty and replace your ball " and step back to watch the player get on with it?

Like most of us watching they probably did know but being one of those actions that attracts a penalty/doesn’t attract a penalty, depending on where on the course its done. Its best to check in the (very) faint hope ref makes an error and says ‘no pen mate’
