What is the most difficult handicap to have?

Bob Rotella in his book “Golf is not a game of perfect” makes an interesting point that the more you try and play to your handicap the less you are likely to play to it. Playing to your handicap is something that you should achieve only a certain amount of times compared to the rounds you play (a lower handicap should manage it more regularly). If you keep playing just to achieve your handicap you will never have a go at those shots that might make the birdie or rescue the par. You won’t achieve it every round but perhaps it’s more fun trying to beat it than worrying about protecting it
