What is a birdie putt?

Me and my mates class it in 3 ways

You're close to birdie town - on the green
You're in the postcode of birdie town - 10 foot or in
You're tapping in for birdie - 1 foot

Then break out the wings

I agree with you. If it was on line but a foot short then that was a much better putt than going 4 foot past, presumably not on line since it didn't hit the hole. It means the speed was better, the line was better, and the leave is better as well.
Depends if it’s uphill or downhill

It must be on the green. And you are using your putter, not chipping over a kidney green or something odd. But distance doesnt matter. 130ft ? Thats still a birdie putt.

Anyone who has ever watched a Rick Shiels YouTube video knows that any shot where you can see the flag means, "This is a genuine birdie opportunity."
