Sounds suspect whichever way you read it. I agree that the best course should have been to suggest the payer doesn't score any points, forget it, even though it leaves a nasty taste, and move on. Personally I think I'd have been more vociferous than the OP and ensure that "even par" knew there was no way to prove the ball was his and ask him to proceed accordingly.

Tough situation, you don't want to call someone a cheat early in the round, will ruin everyone's game. Hard to keep emotions in check as well. Who won by the way?
