Depends on many things. How much do you have to spend, how sure are you that you'll keep playing, how often do you play and what standard are you.
I started off with a 1/2 set of clubs and a 3 and 5 wood. I got some lessons to get the basics sorted. Once I was sure I'd keep playing I traded the 1/2 set in for a decent set.
