Unable to NOT accidentally move your ball

We have a lot of bracken around the course. When its brown and dead as it is now your ball can come to rest on flattened fronds. Standing anywhere near it will cause the ball to move. Even once youve taken your stance, and incurred a PS for causing your ball to move in the process, even your change of weight on the back swing can still make it move again. What's the ruling here?

Options:

Mark it as GUR or a penalty area.

Cut it back.

Take an unplayable.

I am specifically not going to mention the option of not hitting the ball in there in the first place.
But then again, wouldn't be a problem if you didn't go in :D
Our place has similar in places, I think if the ground moves that much you have to take an unplayable as you could potentially swing and miss due to roots moving and getting between ball and club too.

This sort of situation on courses with areas of heather (all year round). Unfortunate but just play by the rules
