Triggering an ESR

A score of -4 against CSS starts the process. If a similar score is achieved within 10 subsequent qualifiers, the process is then carried out and is based on the average score below CSS and the number of intervening qualifiers played.

Actually not quite right. Two scores of -4 or better trigger an ESR, regardless of the number of intervening qualifiers. It's just that if there have been a large number of intervening qualifiers (typically but not necessarily 10), the ESR cut will be 0. I know this because it's happened to me.
 
I know you've said it's against CSS but worth reiterating as i was expecting an ESR recently (25 points in a nine hole qualifier followed by 40 in an eighteen hole comp) but CSS was one below par for the eighteen hole comp meaning my 40 points was only -3.

Oops| I stand corrected. I was still thinking of an actual recent case where the average score was -4 to-6 with 10 or more intervening QRs, resulting in no ESR. Better average score than -6 would have resulted in ESR.

The silly thing IMO is that the second good score does indeed result in an ESR - of nothing. Which means that the player can then go out the next day, score -4 or better, and all that does is start the process again, waiting for another good score.

Had just that situation. Player scored -7 in February, 11 QRs elapsed, scored -4 and -5 in successive QRs, result, no ESR.
 
The approach for ESRs was changed for 2016 when CONGU determined compounding such scores (where ESR1 and ESR2 instigated the ESR processing and then ESR2 and ESR3 would also instigate the processing) was too harsh. Accordingly it was changed so that ESRs would be processed in pairs (regardless of the outcome of those pairs - i.e. the outcome could be a zero decrease).
