supplementary card question??

I attempted to hand in a supplementary card today but was held up a lot by the groups in front and didnt get to finish the round!
My question is, will I get .1 back or will the card be void?
I wrote on the card that I couldnt finish due to no light and me and my partner signed the card.
Anyone know the rules on this?

There is no easy answer.
CONGU say several things on incomplete cards:
1. They should not be issued when there is obviously insufficient light to complete the round - however, Supplementaries are in effect issued by the player.
2. Clubs can refuse to accept an incomplete card if they have "suspicions" of handicap building - ie seeking a 0.1 increase.
3. All cards must be returned whether complete or not.
4. The expectation is that players, having entered a qualifying competition, intend to complete the round, Supplementaries included.

To summarise, your committee should consider all factors and decide whether or not to accept.
