Static handicap

I'm experiencing static handicap syndrome at the moment. I do everything averagely. Putting ,chipping,driving, the lot is all average good enough to comfortably play off my 15 handicap. I only play once a week due to family/work commitments and whilst I can get out to practice I never seem to see the benefit of just bashing balls. I played with the pro recently and asked him if it was worth a few lessons, he said not really everything is ok you just need to play more. How can I get the kick start I need to get to say..13 by the end of the year?
 
Short game and putting is where the scoring gets done. Clearly by your handicap you don't have a problem keeping it in play (most of the time) and so if you can start getting down more often from around the green and make a few longer putts for birdie or to save par then you'll notice the scores drop quite quickly

Oh to have a static handicap. The answer is playing more often. I've not been able to play much in the way of casual/bounce game golf this year and have really suffered.

Getting the ball off the tee okay at the moment though ;)
