Well Well. I seem to have opened a can of worms here.
For the record, Slow play is not hard to define . Unless the course is over 7000 yards with Jungle on either side of narrow fairways, anything over 4.5 hours is slow. Anything over 4 hours is marginal.
I am sorry that you think that a handicap of 13 is too high Robobum. I suppose it is in comparison to your 4. Or is that your IQ? I will reiterate my original point, which is echoed by the R&A.
