Rules question - bunkers

Hi all,
I played in a competition last sunday when it was very wet. My partners tee shot went into a small pot bunker. When we reached the bunker it was completely full of water, all the sand was covered so the ball could not be dropped clear of the water in the hazard. What should we have done?
