In certain sircumstances yes. You can't play anything before a strokeplay comp but you can before a matchplay.

You're thinking of the 'not practising on the competition course' aren't you?

the reason that the Rules give for it not being allowed to play two different matches at once (matchplay and strokeplay) is
'Certain specific Rules governing stroke play are so substantially different from those governing match play that combining the two forms of play is not practicable and is not permitted. The result of a match played in these circumstances is null and void and, in the stroke play competition, the competitors are disqualified.' (33-1)

so I would guess playing one before the other can't constitute practising.

Yes, as long as you play the strokeplay/stableford first you are fine, then play matchplay. Pretty much the only order you can do it if playing on the same course unless there are club exemptions
