Was playing a society compertition, and having a good round... anyway i was teeing off on a hole and pulled my drive to the right there was OOB along so i hit a provisional

After searching for the ball i found it had come down roughly a foot from the OOB in play however it had plugged in the rough deep there wasnt even a 1/3 of the ball visible.

What is the ruling on this as it stated that there wasnt placing allowed... however this must have been a result of casual water?

one player in the group (who was of a higher handicap and was also contending to win) told me i must play it as it is... which was virtually impossible.. i stated if its casual water which it was due to a leak in a pipe that run underground (was informed after the round by the pro) then i get a drop no placing as it is in the rough... either way he wasnt having it and i took a penalty drop as he stated if it had not plugged it would have bounced OOB which he said was unfair.

Then after we had all came in i actually finished 2nd with 37pts to the winners 38pts... and on the hole in question i made bogey for 1pt with out the drop it wud have been par for 2pts! I was glad it wasnt the man in question whom won

However what is the ruling on the above situation when placing is NO longer allowed?

To me, if it is a plugged ball in the rough, and no local rule in place redarding exceptional ground conditions, then it is a penalty drop out of an unplayable lie.

If it is a burst pipe, then it needs to be marked as GUR.

there was no GUR marking never thought to ask that! Seems he was right to insist i took a drop

If it was so wet that you were standing in casual water, then yes, free drop. If not I'm afraid he was right. But well done for coming second, no disgrace in that.

If there is visible water around the ball or your feet when you take your stance then you get a free drop nearest point of releif one club no nearer.
If there is no water then you have to play as it lies in the rough or declare it unplayable.

I don't no the guy but I am also glad he didn't beat you

What you were entitled to do was to play an alternate ball, and ask for a ruling at the end of the round.
You would record the score for both balls and abide by the ruling of the committe as to which one was appropriate.

It sounds as though the pro was confirming you were in casual water so would likely have got the decision in your favour.
