The penalty for arriving late for both stroke and match play appears to be general p for less than five minutes and DQ for over 5 mins. However under the rules of golf it refers to the time set by the committee, most matchplay ties the time is decided by the players. Is there any penalty for arriving late to a tie?
 
Starting late (or early) and/or arriving late to the starting point is a breach of Rule 5.3a as discussed. In match play, however, a player may choose not to act on a breach by their opponent. (Rule 3.2d(4)) This is where the sportsmanship bit would come in.

But I guess the question is 'how late is late'? At some point of waiting (5 minutes? 30 minutes? 2 hours?) the player’s patience and sportsmanship might start to wear a bit thin.

Just fleshing out this aspect of the discussion.

When the Committee allows players to set their own starting time, it has the same status as a starting time set by the Committee. (Committee Procedures 5G(2))
