Rule 13.2c. Ball in hole. Rory got a case?

Just seen Rory get a horseshoe. The slow motion shows, to my mind, some part of the ball in the hole below the putting surface. Thus satisfying rule 13.2c?
I don't see the rule saying that the ball having to come to rest in or over the hole?😀

Surely the ball has to be at rest otherwise all lipouts would count as holed.

Thank you for those few kind words. The rule about when the ball is holed has recently changed in some aspect, and I was aware of that. A pp had sometime ago mentioned about only part of the ball needing to be below the rim for it to be considered holed. I wasn't aware for sure that it required the flagstick to be in. ( you will see my acknowledgment of that earlier )
Having seen just how much Rory's horseshoe dipped into the hole, I wondered ( somewhat tongue in cheek) if the new rule gave him a fluky favour.?
It must be irritating for you to know all the rules so well, and to have to read such awful posts from us mere mortals

Just in case there is still some confusion - there are two definitions for a ball holed - one with the flag out and one with the flag in.
