As a retired fullback, playing there from 11yrs of age till 35, my hero was JPR.
Having played with and against the odd international, the best I've faced was Mike Slemen. I couldn't get near him all match. The fiercest was Wade Dooley; not much of a side step, just straight through you. But its a bit like comparing apples and oranges, as Slemen wouldn't have made a good 2nd row just as Dooley would have been a lousy winger.

No Dan Carter? Constant threat in attack, lethal with the boot an amazing ability to read the game 15 seconds ahead of anyone else on the field and a great defensive game.

Barry John for me .retired far far too early from the game.
Was too young to appreciate Barry John in his pomp. As a unstoppable force I enjoyed Lomu playing (except when it was against England)

Not knowing anything about Barry John. just watching rugby highlights on box and he scored only five tries in only 25 games over six years playing for Wales.
them stats are not outstanding. So the question is.
what made him considered to be the best player In the world ?
