The guy who I normally play with was playing in the medal at our club on Saturday.

One of the guys he was playing with apparently twice scooped\double hit the ball trying to chip out of rough onto the green, and then proceeded to kick his ball in anger. He apparently then walked off and NR'd.

I think, what was relayed to me, was one of the reasons he stopped playing was because he, and the other players, were unaware of how many penalty shots to award, and he was still seething.

I'm guessing it is just one penalty per double hit, and also a one shot penalty for kicking your ball. Is that right?

He kicked the ball? Haha what a numpty.
A double hit isn't a penalty as such as he hit the ball twice and both count. The second is a bonafide penalty and the ball would need to go back as near as possible to where it originally lay.
Kicking the ball though, what age was he, 10?

14-4

If a player’s club strikes the ball more than once in the course of a stroke, the player must count the stroke and add a penalty stroke, making two strokes in all.
