Provisional for penalty area

Hi All
Just double checking is this included in the rules now or does this have be made a local rule, , i thought it had to be a LR

We have to play over water a good few times where due to crossing points / bridges etc it would make alot of sence to hit a provisional and then check .

The rules do not permit a provisional to be played if a ball may only be lost in a penalty area. Model Local Rule B-3 needs to be in place to permit this action.
