So close, I had 13.02. I'm confident for tomorrow though.

The reality is Scotland has made a choice to fund free prescriptions meaning somewhere else in the system misses out. You can champion one area but another will suffer. You can do the same in Wales, England, wherever. The pit is not bottomless.

I was curious about that quote too.

You could draw nearly any meaning you like from it.

It could be that Scotland is more efficient
It could be that after discount England spends less
It could be that after discounts Englands costs are lower so they do more with an equivalent budget
It could be that the difference is the amount people in England pay for prescriptions, thus increasing the fund available to spend on medicine.

NHS Supply Chain, owned by DHL, do all the negotiating on supplies and services across the NHS. Their starting point is massive against list price. They are excellent(bl00dy painful) to negotiate with.

List price is just a starting point, the end figure being nowhere near the actual. I'd expect both NHS Scotland, and England and Wales do an excellent job on getting a fair deal.

To be useful, if you take regular medication like me are in England and get more than one prescription per month, you can get a pre payment certificate for 10.40 per month on DD. Saves a fortune for the chronically ill!

So as we suspect the Daily Mail/Scotsman piece is just another example of Scots bashing.
Quite interesting that their comrades at BBC Scotland have not covered this non story, don't tell me that they have finally found a conscience.

The problem with free prescriptions is that people expect everything for nothing and then keep getting drugs they no longer need.
I was speaking to my doctor and he said that he was asked for paracetamol on prescription and he said no as you can get it for 50p in the shops. The response from patient was "I'm entitled". (all this was in total patient confidentiality). I know someone else who keeps getting a co-codamol prescription despite not using it for years. I asked why he didn't cancel it and he said, "well it costs me nothing." I told him it cost everyone and if everybody did the same its an abuse to the system and adds unnecessary costs that can be used elsewhere.
In reality from another doctor friend, free prescriptions are a PI Exercise as about 90% where free anyway for conditions where the drugs where necessary for day-to-day living.

In Scotland they saved money by making it free as it cost more the fund the process.
